Really looking for	really good mugen characters and screenpacks etc Also why don't some characters work with my version of mugen? what is the latest version for windows?

you can search google for good chars. but one good mugen site is www.mugenguild.com certain characters wont work with winmugen because they were designed for dosmugen. winmugen is just a hack to make it run with newer windows versions. dos characters cant work in winmugen. also, winmugen (in fact, all mugens) havent been updated since 2001 or so. the original creators quit.
